Thattosecuretheserights,GovernmentsareinstitutedamongMen,derivingtheirjustpowersfromtheconsentofthegoverned.
ThatwheneveranyformofGovernmentbecomesdestructiveoftheseends,itistheRightofthePeopletoalterortoabolishit,andtoinstitutenewGovernment,layingitsfoundationonsuchprinciplesandorganizingitspowersinsuchform,astothemshallseemmostlikelytoeffecttheirSafetyandHappiness.Prudence,indeed,willdictatethatGovernmentslongestablishedshouldnotbechangedforlightandtransientcauses;andaccordinglyallexperiencehathshown,thatmankindaremoredisposedtosuffer,whileevilsaresufferable,thantorightthemselvesbyabolishingtheformstowhichtheyareaccustomed.Butwhenalongtrainofabusesandusurpations,pursuinginvariablythesameObject,evincesadesigntoreducethemunderabsoluteDespotism,itistheirright,itistheirduty,tothrowoffsuchGovernment,andtoprovidenewGuardsfortheirfuturesecurity.
SuchhasbeenthepatientsufferanceoftheseColonies;andsuchisnowthenecessitywhichconstrainsthemtoaltertheirformerSystemsofGovernment.ThehistoryofthepresentKingofGreatBritainisahistoryofrepeatedinjuriesandusurpations,allhavingindirectobjecttheestablishmentofanabsoluteTyrannyovertheseStates.Toprovethis,letFactsbesubmittedtoacandidworld.
